- 2013Industrial Policy and Improving Enterprise Performance
Russia’s modernisation drive had produced only limited results by early 2013. Industrial output fell year on year in January 2013 for the first time in four years, while the share of loss-making industrial enterprises was approaching 30%. The presentation argues that the conditions and imperatives had emerged for genuine technological re-equipment of Russian industry and for institutional reforms in economic regulation. Industrial policy should become a central element of the strategic regulation of industrial production, supported by a dedicated law on industrial policy.

The presentation examines the conditions that gave rise to system economics: a crisis of theory, a crisis of policy and a crisis of economic development. It considers the three dimensions of the economy — theory, policy and practice — and traces the development from neoclassical, institutional and evolutionary economics to János Kornai’s system paradigm and its further development. It also covers classifications of economic systems, goods and processes, approaches to economic governance, the system structure of the economy, and system economics as a research programme.
